ISIS packets and QoS in IOS-XR

I need to confirm a couple of points on ISIS, specifically running on ASR9000 with IOS-XR in an MPLS network.

First am I correct that ISIS uses CLNS for its transport protocol on IOS-XR, same as IOS?

And if that is the case, what do I do about QoS to ensure the CLNS packets get through on congested links? I found one reference that indicates routers can/will proritise these packets over others, but there is nothing in the QoS guides that decribes this in any detail, do I need to apply some configuration?
