CME Phone calling CUCM phones

Hello All

I am trying to call from a phone registered with the CME to a phone registered with the CUCM--I could not make the call.  However other direction it works (CUCM-->CME over the SIP Trunk)

CUCM IP: 177.1.10.10

CME Configuration

dial-peer voice 2 voip

destination-pattern 2[12]..

session target ipv4:177.1.10.10

session protocol sipv2

i feel like that I am missing some fundermental theory.  How can just cucm expect /accept this voice triaffic over the Frame-Relay?
