3.4 Floating Static Routes

Hi

Am just curious about the solution provided to this question.  I can understand why one would configure an Admin Distance of 20 after the "less preferred" route in order to ensure that the preferred route over the point-to-point connection is chosen.  Why though is a distance of 10 configured on the " preferred" route?  I'd have thought that the default admin distance of 1 for a static route would suffice?  Or am I missing something on the question?
