Chassis IOM ports on UCS

Hi, can anyone tell me why my physical ports on my IOM/FEX modules are showing as 'up' when nothing is plugged into them?

I have 2104XP IOM's and only ports 1 and 2 have connections.  But when I look in nxos, I see 1/1/3 and 1/1/4 as 'up':

Now I'm assuming e1/1/9 is the cmc connection, and 1/1/1-1/1/4 are my physical external connections. E1/1/5 - E1/1/8 do not actually exist, as it's only a 2104.

Also, not sure why E1/1/3 shows as 'trunk' and not 'vntag'??
