I am facing some output drops issue in my 7206VXR router and the output drops are continously increasing.

I understand that the output drops are caused by the congested interface.But in this case my link speed is 100 Mbps and the current traffic is 15-20Mbps and RX load is only showing 20-25.Why the congestion happening over here.
Can you pleas me to find out the cause of the output queue drops.
