Understanding TCP more when traffic is policed

I am trying to understand more about what happens to TCP traffic when it is policed.

I understand that when a packet is policed it is dropped and then the application will have to re-send that packet again.

I need to get more understanding of how the windowing works and how when an application has been policed it slows down sending traffic.

Just looking for some good recources on this
