phone doesn't display local time

Hi Experts,

Somehow phones are not displaying the correct local time on the phone themselves.

Here's what I configured.

 1. created correct time zone for three time zones (let's say Tokyo, HKG and PST) and device pools.

 2. each phone has the correct device pool.

However they are displaying PST only.... I thought they should be displaying each local time....(Once i changed back to the default clock, it is actually showing the different (default) clock. so my config should be wrong but could not find anything wrong.

please suggest me which setting would be wrong ???
